What benefits are there to getting the license? Stupid question I know, but I've never knowingly used, or seen, anything with mpeg2 or vc1 file extensions or codecs. But I'm having a terrible time getting any mpg4's to play on my Pi. I can't get anything to play, no how I convert it in Handbrake. So am wondering if this license would make a difference?

Works fine for the movies I've saved, although the audio is too quiet and bumping it up with the software boost causes static to wipe out the sound entirely.

If it is like other similar chips (Samsung etc.) then its main GPU has nothing to do with mpeg. There are independent accelerators for 2d, 3d, video decoding, windowing, rotation and jpeg, and they technically may be present in any combination. They are controlled with completely different register sets mapped to different i/o addresses.
If one of them is not present, it is just not present. The PowerVR 3d core is theoretically capable of doing 2d on its shaders in OpenGL too, like any GPGPU used for computations, but this is not the usual way. Probably nobody ever tried it. Programming is not about a language. It is about mechanism and learning to use the cpu and its hardware effectively to perform work. Pop in a dvd disc, it spins up and 2 seconds later i have the dvd menu. It has a braindead mips processor running at 27MHz for the video processing and decoding and a 8051 to do remote control,display and operate the drive mechanism.

That assumes that you've successfully enabled a codec. What if that was done months ago in a far, far away galaxy on the other side of the universe and you've lost/or destroyed/or given away the SDCard with the codec key.

If i activated the mpeg2 and vc1 keys on my RasPi 3's the decoders stay activated, even if i use a completely different sd card without the keys written to the config.txt? Came here to ask what i should do with my 2 RasPi 3's: One is fixed to my TV and one is mobile inside an aluminium case. I want to be able to swap my sd cards (libreelec, Raspbian, recalbox) between them but also want the hardware decoders activated in both (mainly for libreelec). Adding the keys for both RasPi's to the config.txt wouldn't work, would it?
All i have to do is add one set of keys to the config.txt of any image, start the RasPi with it to get the hardware decoders activated and afterwards delete the keys? Do that for both RasPi's and clean all config.txt files of any keys and no matter what image i use from now on the hardware decoder will be activated?
